door won't open

I have a 96 explorer and I cannot get the driver's side rear door to open, I have the door panel off but I cannot see what the problem is. The door will not unlock and I am not able to open the door from the inside or out. Its almost as if something is seized. Could the child safety lock be part of the problem?

Help please.
