how hard is it to change the starter on a 95 o/s?

Get the Haynes Manual for you van, it will explain the process.
Don't forget to disconnect the battery before working on the electrical system and remove any rings, watches, neckleses that could get across the battery terminals. If you get a ring across the battery it will burn your finger to the bone before you can get it off. We don't want to have to call you 3 finger jack.
Before you start changing the starter, did you check the voltage on the new battery. They come with only minimal charge and if you don't show at least 10 volts you probably won't do much other than pull in the solinoid(the clicking sound).
If your alternator isn't charging or isn't charging much then it will never replace the current used in starting the van and the battery will not have enough energy to run the starter.
Also check the battery cables, make sure that they are clean, run some light sand paper or a scurby sponge from the sink over the terminals and inside the cable connections. A resistive connection won't allow enough current to get through to turn the starter.
