The problem on my 98 F150 might be related. The turn signals would not work with the steering wheel adjusted either all the way up or all the way down. I was told that in either position it was stretching the wires enough that a connector was pulled apart and no more contact. Too lazy to fix it so far.
Either start at the end (headlight plugs) or the begining (power in and out of turn signal switch) checking for 12 volts and work out from there.
Good hunting. :)
