Takes a while to start

Okay, so this is my first thread. I just bought a 1994 Blazer 4.3L Vortec CSI4x4 4D 195,000 1 month ago. After a few days it takes a while cranking before it actually starts. After a week the starter dies and I replace it and it starts again no problem. Another week and then the same problem. I have also noticed a few times when driving about 60 that the engine revs up like it is warming up. I have to pump on the gas pedal for it to start, it shudders a little, but then it runs great after that. I have also noticed that when starting and pumping the gas white smoke comes out of the exhaust, but only after starting.
I have read the other threads and wanted a confirmation of my problem with:
CPI Injector
Nut Kit (Fuel line kit)
Upper plenum gasket
I wanted to be sure I have it right before I dive into replacing the three items. The fuel pump was replaced before I bought it (I can hear it prime) and I have changed the air filter and plugs. I added injector cleaner the other day, but have not noticed a difference. Pressure has not been checked. I live about 20 minutes from any store and have limited tools.
Please help me!! Appreciate it.

Replace the fuel filter as a start. Then I'd check the fuel pump pressure.

Replace the fuel filter as a start. Then I'd check the fuel pump pressure.

Extended starting is the tell tale sign of a CPI going. It is what mine was doing.
You have to concentrate on tuneing everything up, not just parts.

I recently bought a 96 Blazer. Im having a few problems. If the truck sits overnight, it starts right up, If its warm, it keeps cranking. Thants one. It does idle a little rough at times. thats two. My big propblem is that it wont pass inspection. I keep getting Not ready when they run it. The O2 sensor heater, the evaporator unit and the EGR valve I believe. All giving Not Ready when on the machine. One of my mechanics said take the Neg terminal off for a half hour, put it back on and put atleast 60 miles on it. DIDNT WORK! I took it back today, after the 60+ miles, and now it had two new codes. Any ideas?

Thanks. I was going to start with the routine maintenance stuff first before spending a lot of money. I'll be doing that this weekend. It's kinda hard to put in a lot of money when I know I'll only have the Blazer for less than a year. But I still have to start it up and drive it everyday!
Also, when I removed the IMTV valve and looked into the plenum, towards the passenger side it had a gold color to it.

You will need to replace the CPI injector and the nut kit (internal fuel lines) and have to replace the upper plenum gasket.

Thanks for the help. I have to order the parts since I live in Hawaii and nothing is cheap here. Found one on eBay for $239- compared to the $400 price here. I'll update once I've received the parts and installed them.

Also change the oil ASAP seeing it is impregnated with fuel and is killing your engine.
