inertia fuel switch

my left rear tire had the tread come off and tear up the bumper and fender going about 90 on the free way after i pulled over the car shut down and acted like it didnt have gas even though it had over half a tank the tow guy said it was the inertia fuel switch. my question is can i turn it on myself and where is it located, and if not how much does is cost to get fixed.

i believe the reset button for the fuel pump cutoff is inside the trunk on the left i think towards the rear. it's an electronic box with a button, push and hold the button and then try to start it again
