low gas mileage on '97 cl 2.2

Loaded up a full tank last week in my 17-gallon tank, end of the week it was on empty with 221 miles on the tank. The car is supposed to get at least 20 mpg, not like 13. Its been doin this for awhile, I dont know whats wrong with, any help is appreciated. Thanks.
