Not a plugged exhaust

So i tried un pluggin the exhaust and that didnt help any it still sputtered anround 2500 rpm so i have no idea what else it could be

Does it make any differance when you remove and plug the vacuum hose to the EGR valve? Have you checked for vacuum leaks between the intake manifold and the cylinder head?
