96 grand voyager

I have a grand voyager, I recently changed the evap, now i have a code of 1698, the dealer who is working on it has checked wiring contentions, as well as another independent shop. The dealer has installed an new pcm, tcm, and bcm, it still faults out with this code the vehicle does not shift in proper sequence, the stealer is going to contact dodge tech support, any thoughts?
