what years did the ground effects NOT have those stupid ass scoops in them?

does anyone know if i can buy a rim say 18x8 and have some metal work done to the rim to make it 18x10?

I must not be getting something here. In the other thread you said you were strapped for cash, now you want custom, one-off wheels....? Anyway, as an answer to your question, a new wheel machined to those specs would be way cheaper than what your talking about. I don't even know if thats possible with aluminum like that(I-ROCs are aluminum, right?)
