Engine surging/driver's side window

I have a 2001 Grand Am with approximately 101,000 miles on it. Lately when I get between 60 & 70 mph my engine seems to cut out and the rpm's surge up. It doesn't do it consistently either. It will do it a couple days and then won't for a while. I took it in to get the fuel system cleaned and fuel filter changed thinking that was the problem. I was told by the mechanic that my vaccuum hose to the map sensor was bad. So that was replaced. The problem seemed to be fixed until about a week ago and the surging started again. I've had it suggested that it is possibly the O2 sensor that is causing the problem. Any suggestions?
Also, one of the cable's to my battery becomes lose where it connects to the battery on occasion. This only happens on a rare occasion, but now my driver's side electric window won't roll down. All of the other window's work fine.....HELP!!!
