Headlight Setup

I am looking for a setup procedure for the headlights on my '99 civic. For some reason my headlights point way to high. I think there should be procedure where you park on level ground, shine you lights on a wall at specified distance and the lights should shine on the wall at a certain height. Does anyone know the distance away from the wall and how high they should be? Or is it just trial and error until you find position that works best? Any help would be great!

if all bolts are in holding the headlight, your bulbs may be out of line.

I had the same problem, but i just went to my local Honda dealer, and they aligned them up perfect for $25 Canadian. It's worth it.
