My '99 intrepid will die if the fuel level falls below 1/4 tank. In order to start it below a 1/4 tank, I have to pump the gas constantly while starting. As long as I keep it full it seems to run and start fine.

your fuel pump could be getting weak where it can suck up enough fuel to keep it going when it gets below a certain level in the tank.

I was told that I probably have water in my lines. A suggestion was to use some Heet and force it burn the fuel, which I can do.

If you had water in the system, it would affect it all the time. Try adding some mothballs, not a whole lot, but just a few in your tank, that will seperate the water from the fuel. Then if you want, your fuel tank has a drain plug, drain out any water that's left remaining in your tank. Let the mothballs sit in for about 5 hours to take affect.

Mine died on the hyway a few times suspected fuel filter which is integral with the pump.
I droped the tank, after draining and too the pump out and cleaned it out. You can take the filter off the pump and back flush it with gas and pressure. You can not buy the filter by itself. It works fine so far only cost some time. Your fuel level sensor may be messed up and make the car shut off also the pump could be weak.
If plugged filter is not the problem suggest changing the pump setup for a part cost of 200 or so.
