1988 corvette windshield wipers

Gentlemen, My brothers 88 vette w/shield wipers are acting up. They work intermittantly, on "fast" only....now they just raise up partially...up and down real fast but not all the way up. I want to help him out, but where do I start? I'm a wrench but not a vette guy. Any ideas? Thank you guys.
