Car sometimes won't start, must wait 40 mins.

Sometimes my 2002 Regal won't start. Does not kick over. If I wait 40 minutes, then it will start. This means by the time the tow truck arrives, the car is ready to start, and the dealer "can't reproduce the problem."
Cleaning the key does not help.
Failures to start occur in an irregular manner. About once a month last winter and spring, four times in July, and so far no trouble in August.

When you said "does not kick over" do you mean no ignition or the starter not cranking? Do you ever get a SECURITY light indicating it could be a Passkey problem? Do you ever get an SES/CEL light?
If not a security issue, you could try the basics which would focus on ignition or fuel. Check the spark first. Then check fuel pressure (45 - 55 psi) at the fuel pressure regulator. How old is the fuel filter?
