Missing fuses

I have a 2002 Montana SE. It's missing the following fuses (everything seems to work fine, it passed a safety inspection as well).
On the far right of the panel under the BCM PRGRAM fuse:
1. - RH HEAD LP LOW
2. - RH HEAD LP HIGH
I must reiterate, the headlights work fine without these fuses.
Should I put these fuses in? Why would you think they were pulled?
Your thoughts would be greatly appreciated. I'm sure the obvious thing to do is put them in, but I'd rather hear from someone more knowledgable first.

If everything is working, I would NOT mess with it.
According to the manual I have (2001 Venture) those spaces are "Not Used". I even have pictures of my fuse panel at the link below.

And I said to myself as I saw your fuse pix "Gee, that's an EXACT copy of my fuse panel" (see, I forgot to also mention fuses 39-41 are also 'missing' in my Montana).
This is why I asked before I tried to 'fix' the problem.
My confusion lay with the fact that the manual and the lable on the fuse panel cover seem to imply that those spots should be populated with fuses, as they are NOT labelled 'unused'.
Here are what all the 'missing' fuses are labelled as (ordered as they are on your site):
39 - LH HEADLP LOW
40 - LH HEADLP HIGH
41 - [blank - no description]
48 - RH HEAD LP LOW
49 - RH HEAD LP HIGH
Well, another grain of knowledge to pass on to the Montana/Venture gang... lol
