brake lights

I have a 1996 Suburban on which the brake lights do not work. I checked the fuses and they are fine. Both the brake lights and the LED third light do not work. I noticed that the brake light relay under the hood is missing, but I don't know if this is supposed to be there. If it's likely the brake light switch, I would like some help knowing where the switch is located.
