Thinking of buying but need some info

Hi all,

I've just been to look at an MX-3, 1.6L (1993) and the car was very tidy - only 28k miles. Anyway there were a couple of things I noticed and I want to find out if they are normal behaviour or could mean a problem. I'm buying this in the UK if that makes a difference.
1) The seatbelt tensioners - when I pulled out some slack on the seatbelt and then released it, it wound in very slowly. This happened on both front seatbelts. Is that normal or are they heading out?
2) The electric windows - they come down faster than they go up. Also on the way up they slow down slightly about half way up. Normal or problem?
3) Is there anything else I should check out before I buy this? Any common problems with old mx-3's?

my mx-3 both the fronts seats wind up slow it may be a common thing never thought about it, and for the windows mine do the same thing as well they slow down a little 1/2 or 3/4's of the way up
