I've seen a guy who said he had a bar label on his civic with B16A. How? Where do I need to go for this? I thought it was impossible to get this?

No it's definatley not impossible. I've got one, I may even be the guy your talking about. I was put through absolute hell mentally and financially to do it but I got it done. To get it to pass inspection here's what needs to be done before hand:
All wiring done professionally(make sure all sensors are working, and wires looks secure in harnesses)
US ECU for that motor (JDM ECU that came with the swap is an automatic fail!)
NEW or at least working O2 sensor
Factory or better cat. converter.(I used a hi-flow 3 biscuit cat designed for a much larger engine ie: to handle more crap, but factory would be ideal because it's so restrictive)
also make sure your car is as stock as you can get it.
My first attempt was an absolute failure!
The O2 sensor and cat were bad. They also worte me up for amplified exhaust.(they made me take out the silencer of my muffler even though they new it was in when I got there and told them it's always in.)
2nd attempt success!!!!!!!!!
US ECU 450
New O2 sensor 220
New cat(3 biscuit hi flow) 150
Completley redone exhaust (done with 2 1/4" piping, 18" resonator and a dynomax turbo muffler, including cat and thermal R&D exhaust) 375(it looks and sopunds a lot like the RSR ex mag 2 exhaust system)
ALSO make sure the engine is the year of the car or newer!!!!
