remote key fob for 99 galant...help

hi everyone....I lost one of my remote fobs for a 99 galant. I am getting mixed info from ebayers who have these at good prices....some say the instructions are included and it's easy to program, others say go to the dealer. I called the dealer and of course, they told me only they can do it....for 90 bucks! What is the truth? And if anyone has a reputable fob place for me to go to at a good price, please let me know.....most of the fobs on ebay are two button ( i don't care about the panic button)....but the the numbers match the ones on the back of mine...thanks in advance....btw, got this 99 in mint shape last year with 65,000 on it for 5500....not bad...and it just had it's 60000 mile service....:)
