wipers problems 97 golf

When I turn on the wipers they get stuck half way then won't move. if the lever is set to off the wipers will still try to move but don't. I have to force them down or wait for it to make it's way back to normal. I checked the fuse & it is fine any other idea why this will happen???

Bad motor or binding linkage.

I have a 2001 v6 4motion golf with the same problem.
I took the plastic out from under the windscreen, so I could the see the wiper frame/motor.
I took the frame and motor out as one piece, had a bit of a mess with it and found that the moving part on the frame, the part that holds the wiper arm on one side, it had seized.
I have just ordered a new frame from VW at a cost of £30.50 +vat and that’s all it was.
If you take this problem to VW they charge around £250.00
