95 royale rpm surge

I hope someone out there has an answer for me I have a 1995 royale 88, when you press and hold the accelerater the rpm surges... I have replaced the fuel filter,fuel pump,fuel pressure regulator,and the ecm but it still does it. Im at my wits end someone helllllp.

Is your SES light on? If you aren't showing any trouble codes then that sounds like a bad ICM (Ignition Control Module). It is located underneath your coils. Remove it and have it tested at an autozone or oriely.

Thanks for the idea the coils and coil pack was working properly, however you made me realize that when you have so many computer controlled and electronic parts in a car, you still have the plain old basic mechanical parts too. I was so busy checking all the sensors and such that I completely overlooked the obvious.... it needed plugs and wires!
just a side note to anyone else that might experience a similar problem, the surging RPM on acceleration when in park is normal, apparently these cars have a rev limiter to avoid over revving the engine
