radio 1988 timeset

i have a 1988 pontiac that just replaced the radio in,problem is i can't
set the time.
i did try disconnecting the battery to reset it but no luck.
any advice would be welcome.

Turn ignition to Run or Accy
Turn radio off
Press Mem or Set button
Seek will adjust hour, Scan will adjust minute (or vice-versa)
Turn radio off
Press Mem or Set button
