Highbeam/Lowbeam Reversed

Hello everyone. My girlfriend just bought a 99 Sentra GXE and the highbeams and lowbeams are reversed on it, meaning that when the control stick on the column is forward, the lowbeams are on, and when the stick is in the back position, it is on highbeams. When you use the flash feature by flipping the stick toward you, it flashes the lowbeams instead.

Is this a common problem in these cars? If not, does anyone have any suggestions at what I might look at, such as a bad relay or a ground? It is a great little car, otherwise, but I just want correct this problem. Thanks a lot in advance!
