Car starting rich

Sometimes my car will start rich. And i get some white smoke out of tail pipe. And when you smell it, it smells rich.(not like oil burning).
It only does once in a while, but was wondering if anyone had any ideas.
Just gave it new plugs, wires, air filter, pcv, fuel filter, with in the last 3 months.

does it use water?
white smoke sometimes is a head gasket or crack in head or block
the white smoke is usually from burning water/antifreeze
oil or fuel smoke is blue to black depending on shape of engine/components
could also just be condensation burning of
from in the exhaust system

its not using water. When you smell the smoke, it doesnt smell like oil. Just smells like rich exhaust.

I have seen pure gas dumped into a engine on a non firing cylinder make sorta white smoke, more like a gas vapor i would guess, but if it isnt missing then its hardly that, besides your cat would have went melt down already.
Maybe just a cold start sensor bad and the "white" is just condensation steam?
