I'd recommend a Thrasher CAI. The only practical way to get rid of the speed limiter is to get a re-programmed PCM. Some people have messed wth the vehicle speed sensor (VSS) but I would not recommend doing that.

Thrasher CAI, DHP v1.0 PCM, SLP Headers,
3.25 SC pulley, CAIT GMAF, 2.5 DP/Hi-Flow CAT,
u-bend delete, 160 TS, ZZP Stage 1 72mm TB,
TB spacer, MSD 8.5mm wires, Autolite 103,
Goodyear Gatorback Serp. & SC Belt,
Nitto NT555R Drag Radials
1/4 ET: 13.210 sec. @ 104.490 mph
0 - 60 ft: 1.945 sec.

Thrasher claims a conservative 10 - 15 hp gain. No torque figures.

If you're a poor college student like me, you could go with a fenderwell intake. Its alot cheaper and you get almost the same results as a CAI. The only problem is you have to be careful about going through standing water. Puddles shouldn't hurt, but anything more than a few inches deep and it might be a problem. As for the governer, you could get it reprogrammed by DHP or someone you know that has a programer. A word of warning though, the limiter is on there for a reason, your tires (I'm guessing they're same as stock) are only rated for 112 mph, so you'd probably want to get higher rated tires. If you're looking for cheap horsepower gains, have an exhaust shop take out the u-bend in the exhaust as well, that and the FWI are what I'm gonna do when I get the money. Good luck.
