Replace your flasher, its cheap and should be your problem, don't assume its good if your 4-way-flashers work, my 95 GA has 2 flashers, one for the 4-ways & one for the turn signals. The flasher should be located near the base of the steering column, if your 4 ways work turn them on and replace the flasher not making noise!

Flasher relays are under the dash on the driver's side, clustered with the chime module in a little bracket. Listen under the dash with the door open, find the annoying sound and the flasher unit should be right there.

I had a similar problem with my 94 after I had taken
the steering coloum apart. It was turned just a bit
when I put it back together and moved the hazard
switch just slightly. Not enough to turn them on,
but it made the turn signals inop. Try wiggling the
hazzard swithch a couple of times and making sure
it is all the way off. Hope this helps.
