Belt speed vs. Engine RPMs

OK..I think I know the answer to this but I'd rather get some other people's opinion before I do anything...Here goes.. Is the rotational speed of the serpentine directly related to the engine RPMS. I mean, if you were driving along at 3500RPMs and the transmission shifts gears to give you a new RPM of 2000, would the belt slow down after the gear shift, or would it continue along at a more or less steady pace reguardless of gear shifts?

The belt is being run off of the crankshaft so its speed would have a direct coralation with engine speed but it wouldnt do one complete rotation with each rotation of the crank. Since the belt is so much bigger it may take 3-4 crank rotations to get one belt rotation. If you want to know for sure take the circomfrence of the crank pulley and devide it into the total length of your belt. By total length of your belt I mean as if you took a knife and cut it so it was just a lenth of rubber. Divide this number into any given engine rpm to get your belt rpm at that moment.
