'99 montero seatbelt question

my passenger side seatbelt needs to be replaced. mitsubishi dealership is looking to charge me $295 which includes $142 for parts to hve this fixed. it doesn't pull at all, basically unmoveable. Is this quote excessive, and can I fix this myself?
