GM fuel guages have always been weird. My 79 floats back & forth. I can never trust the reading. One minute I'll have a half tank reading, then it will go to 1/4 within minutes. The float in GM's is the old resistor type with a bowl/cork on an extended rod that rises or lowers with the amount of fuel in the tank. This is most likely your problem, but the first thing I would check is the wiring to your sending unit as it attaches to the tank. Because you may not have a good connection, or bad ground.
Start first by removing the wires and cleaning the connections with a soft wire brush until they are nice and shiny. Then after making certain that the wires are broken, frayed or corroded, reattached the connections and try the guage. If this doesn't work, your sending unit is most likely at fault.
