indicator probs with body kits!

i got a 91 hatch. the problem i got is that i want a body kit, and the one i want has no indicator slots in the bumper. the only front indicators i have are the ones in the bumpers! there aren't any indicators by the headlights, just a blank plate that looks like an indicator.
Can i install indicators next to the headlights?

Not sure the legallities of it, but you can get some JDM Side marker lights and use those as turn dignal indicators... Not sure if they qualify...

Id find out why that plate is there tho, chances are it was somebodies old drag car and the wiring is still there behind them... If thats the case just get a new set of corner lights...
