ac and heater dead on 95 olds 88

Hi,
At first the ac and the blower failed to turn on on the startup but
came alive after few minutes of driving then it went off again. Now, it is totally dead.
Local GM mechanic charged me for the troubleshooting of the electrical system but he diagnosed the cause as unknown. I would appreciate any help with this problem.
