What does a lift kit for a 95 s-10 consist of because i was thinking about making one
I Have a 95 4x4 regular cub s-10
Will I just have to make the spacers or do i need more than that?

Front spacers are un-safe, and illegal in most places, although they are fine on the back.
There are kits lift kits and the 2" are a reasonable price. Try these guys

only 3 companies (that i know of), that make lift kits for 4x4 s-10 (94 and newer i belive) , are super lift , rough country , and BDS , super's is a 6" , BDS's is a 5 , and rough country's is a 4 i belive , and i here the quality of the supr lift is very poor....unfortuantly , once you put on any of these lifts , you cant put it back to stock hight because you have to cut off certain brackets on the frame , but the kit lowers the lower control arms and uppers , and connets the lower control arm pockets as well , all require an exhaust modifacation...i belive the front drive shaft hits the down pipe , and the kit also comes with new upper control arms for proper alignment....and a torsion bar drop crossmember ...axle flip in the back , and all also get extended brake lines and shocks , they all clear 31's , and the super lift and BDS will clear 33's , but youll have to cut off the coner of the front bumper cuz it rub
only thing you can really do to put it up 2 inches is a body lift , but ive never suggested anyone do body lifts , they just screw with things to much , good luck with all that....and you cant crank the torsion bars up all that much at all...ill throw the alignment out way to much...and even then if oyu put them up that high and then go offroading , youll load em up to much and crack em in half

I didnt plan on doin offroading with it I just want a sweet looking truck when i go down the road but i have a very low budget. (actually almost no money right now)

Trust me on this one, save your money for now and do the job right the first time.
If you crank up the torsion bars you'll destroy your front tires in no time, and have a very bad ride

Yeh Im gunna bet your right i'll just do the right thing and buy 1 i guess Going cheap costs you more money in the long run
