ignition problems 89 rs

I have a problem with the ignition on my 89 camaro. The red wire connected to the junction box next to the battery seems to be connected to the stater solenoid is burning in half inches past the junction box. I noticed that it had an in line fuse on it the first time i replaced it.
(I was on a road trip at the time and did not have time to replace the fuse so i by passed it ) ive replaced it since then and it still burns in half? Can anyone help me as to why this is still burning in half? ive read the manual and it tells me how to replace it but it does not tell me why it is burning in two.
