Sticking Throttle-NOT AT LINKAGE

my dad has a 94 cougar.....today while driving down road, he took foot off gas and car still accelerated. pedal was not depressed at all. even at around 80 MPH STILL continued to accelerate, regardless of braking, actually pressing gas pedal, etc.....obviously a scary situation that needs corrected. my guess is TPS.....no lights in dash. is tps sticking? any thoughts appreciated!!!
