Lights won't turn off

I need some help with my lights. They won't turn off! Its the running lights that turn on when you click the switch to the first position. I have checked all over and I don't know what else to do. I checked the switch for the lights, it is fine. In fact the lights get a bit brighter when I turn the switch on. I removed the fuse and they stay on, but the switch won't make them brighter. Is there a relay these things run through?
It is all of the running lights. Any ideas, or suggestions?!?!

It was a short in the brake pedal switch wiring. Thanks to ***** for suggesting it might be there.
