electical short or what?

I have 1996 jetta 2.0. The problem is the daytime running lights, wipers, lights, and heater fan don't work. The only way I can get them to work is.
1. pull in and hold in the hi beam switch and turn on the head lights. the problem with this fix is the hi beams are always on.
2. turn the key a little further and hold it there.
with this fix everything works correctly. is this a problem with the ignition switch or a short somewhere else. any help would be greatly appreciated. thanx
