Can someone please tell me how I can replace the light bulb that went out in the speedometer of my 1990 Buick LaSabre?

Take the dash apart and remove the instrument cluster to replace the bulb in question. It's tedious but if you have the time it not complicated.

I had to replace my lights in my 90 Lesaber. To remove the dash, there are six or so screws along the front face AND two screws are in the defroster vents. You need to pry up a plastic vent to get at these. Once the dash is off, the instrumentation cluster unit is held on with four screws and comes off by pulling straight back.

The light bulbs holders simply twist on-off. The speedometer lights are the six bulbs along the bottom. You can reuse the original holders with replacement bulbs if you can remove the old bulb (the bulb and holder are made as a unit). The original equipment illumination bulbs are blue light bulbs (B196) but you can use the white (196) if need be. The lights should just press into the holder.
