Looks like an adjustable timing gear for the cam, but I am not 100%. So you can advance or delay the timing events of your cam. If you do not know what you are doing you can ruin your engine.

The Ford Mod motors have an EDIS igniton that uses a 36-1 trigger wheel with sensor. The sensor is mounted a certain amount of degrees from the missing tooth on the wheel. By moving the sensor one way or the other you can increase or decrease base timing just like the good old distributor days. These timing adjuster just helps you move the sensor properly.
