As soon as I put water in the coolant tank - it comes straight back out. The hose from the inlet manafold has broken off of what I think is the thermostat. Is this pipe connected to the thermostat? Someone please help.

First off, I hope you're not using regular water. Use only distilled or mineral free water, or your cooling system will suffer from corrosion.
Assuming your car is an E36, the thermostat is located at the top front of the engine in the housing the connects the lower and upper radiator hoses.

it's fine to use tap water as long as the anti-freeze / coolant you use is a rust inhibitor (everyone i've ever used is).

True, but minerals and impurities in regular tap water
gradually depletes the coolant of its corrosion inhibitors. Once gone, the mixture becomes acidic, and will begin to eat away at your engine. But hey- it's your motor.
