dual exhaust and a new intake, the 2 cheapest ways there is.....
if you get dual exhaust i recommend just going to some privately owned muffler shop, not like midas or house of mufflers and brakes,
the shop in my town charged me $145 for the complete setup and house of mufflers and brakes quoted me well over $200, and the intake you can find on ebay for $40 after shipping and everything, cheapest horsepower in the world....

intake: K&N RU #3530 and maf adapter from spmotorsports.com...hands down best intake for your buck...and its not some tiny intake that comes with undersized maf adapter like the ones on ebay.
exhaust: trubendz quasi dual exhaust. you wont get a more quality kit for the price.
also look into an svt upper intake manifold and throttle body. that helps too.
