The low coolant light on my 1999 regal flashes intermittently (about 5 seconds apart), but the coolant has never been low and the car does not overheat. Any ideas as to the problem?

Thats interesting. Normally if coolant is low its supposed to illuminate steady. In your case if your coolant level is good, then one thing you can try is disconnecting the coolant level sensor module. Its located on the passenger side of the radiator about 3 inches below the radiator cap and filler neck.
When electrical connector is disconnected the low coolant light should illuminate steady. If its still flashing then the problem would appear to be in the wiring up to the instrument cluster. Its a direct shot and nothing in between except connection points, etc. It does not go through any other modules such as the BCM.
Or if the low coolant light goes out, illuminates steady, stops blinking or there is a change then it would point to the coolant level sensor.
Good luck!
