I need some help

My neighbor gave me a 1987 Mazda 626, not the turbo edition but hell it was free. It hadnt been started in 8 months because he was in Iraq. I went yesterday and got a new battery and everything powers up but when I try to turn the key nothing happens. It just beeps but the car does not kick over at all. I mean it does absoulutley nothing. I asked him about it and he said that it worked fine before he left so I am trying to figure out what could be the problem? Any kind of help or advice would be great.
