'97 fuel capacity problem

I have a '97 Wrangler, 2.5L, with a "15" gallon tank. Problem is, I've never been able to get more than 12 gallons into it. Has anyone else encountered this? Know of a solution?

I know in the prior tank design that a filler tube adjustement could be made to fix this type of issue, but I haven't found anyone who knows about the '97 model.

To save time, there is no dent in the tank. I've also spoken to Jeep, and had my local dealer check the tank out. Jeep claims it was a design issue, and they did make a replacement tank, problem is that tank costs $400...bit much to gain 3 gallons of capacity. I've checked the after-market people, no one seems to carry a tank for Jeeps later than '96, and all have told me that the '96 tank won't work with the '97 Jeep.
