Need help to figure out what is wrong with my 97 taurus. Wheel and tire is fine brakes fine. Took wheel off and it has some play in the outer axle with the two cv boots. more than the other side. need to know what it is and how much roughly in cost area. could this be the problem?

Be sure that you have totally eliminated the wheel/tire! Swap it with another to make sure. The looseness you are describing is likely not to cause a vibration.

How many miles?? probably a wheel bearing, for replacement it needs to be pressed out, can either take out spindle and bring it to a machine shop, OR bring the whole car to a front end shop. Cost probably 3 hours plus parts, doing it urself 1/2 hour plus parts. Frontend shop can prbably do it on the car.

97 Taurus isn't pressed in. There's 3 bolts/nuts and the whole thing comes off. Also left and right are the same. Although that could be the source of your vibration (usualy will roar when bad and I do say usually), I would say it would be more alignment/front end wear. Ball joints (check with no weight on them) tie rod (inner or outer) check wheel side to side. If is bearing try moving the top of your wheel/tire in and out as your wheel is on the ground.
