98 rear wiper

My rear wiper has always been a problem. Most of the time, it simply won't work but of the outside temperature gets cool, it will work - sometimes. If the air is warmer, it never works. Very frustrating. Anybody have an idea about what may be causing this?

Bad contacts. Check the plug.
