Need Help identifying part

While rebuilding an engine for my 1997 Geo Metro 1.0L I removed the timing belt cover and a small piece fell out. It looks like a small tube about 3/4 of an inch long, hollow, and sealed at one end that was sitting inside a rubber grommet. Looks like maybe a pressure releif valve. I looked all over for a place where it may belong but couldn't locate one. i then reassembled the engine hoping that a check engine code would direct me in the right direction. What I noticed was that at idle there was no oil leakage but at high idle it began leaking large amounts of oil form the bottom of the timing belt cover. No engine codes where displayed. Anyone have any ideas on what the ? Part is and where it needs to go?

I figured out I think how to send a pic. Well here it is. It is about 3/4 in. high x 1/4 in. wide at the grommet. Any idea are greatly appreciated.
