Hard to Get it out of PARK

99 Tahoe.. Having problems and is geting more frequent with taking the gear selector out of Park. It will not move. Usuall if you step on the brake pedal it will move. Today I had to turn off the truck and place it into Nuetral and start it. Is it a nuetral safety switch or a brake switch??
