turbo gs, low fuel pressure need help

Well I rebuilt my friends 95 eclipse and the guy he bought it off of had done a horrific job on everything. Well after all the work and extras things that needed repairs the guy done, I got it running (first crank after rebuilding a motor thats been sitting around for quite some time). Now after it was running we noticed it was lobing while holding steady on gas(not moving) and while idling. I troubleshooted and found many problems, including, bad CTS, bad IAC(borderline bad), and the biggest thing is I cant keep fuel pressure. I replaced the CTS and it helped a bit, need to replace IAC still but still the fuel pressure regulator seems to not be working. I can pinch the fuel return line and then the car idles fine, release and it lobes again. Its a Hahn Racecraft turbo kit, for everyone me and my friend hate this Hahn stuff, and I have removed the regulator that came with the kit, because it wouldnt work and he removed the extra fuel pump because it was pushing too much fuel. Anybody else run into a bad fuel regulator/rail on these? The last time I checked pressure it was at like 15 psi at idle and if I pinch the line it jumps to 45-50 psi. Need help becuase I dont want the engine to detonate.
