Build your own turbo kit?

i've heard a lot about people putting together their own turbo kits how much cheaper is this compared to a premade kit

(anybody got a website that can tell me how to do it)



also nobody ever said anything to me about wether 17lbs for a wheel is acceptable

17 is pretty damn heavy i like sub double digit rims myself.
