REALLY REALLY Loud engine fan

My 1995 crown vic has an extremely loud engine fan that will run pretty much all the time. When you turn it on and when you accelerate it makes the car sound like a vaccum. The fan has won my car the unsuitable nickname of "The Hoover" among my friends and family. I bought the car last september and before i took it to a mechanic to have it looked at it did not make the noise. After he fixed up the car, it did. I took it back to ask him about it and he said its supposed to sound that way. I think thats bs.

Its not only embaressing but also REALLY REALLY irritating! Is this normal for a crown vic or did some mechanic just screw up my engine? if so, how do i get this problem fixed? help me please!

By the sounds of it, the viscous fan drive is "locked up", so instead of driving the fan at full power only when needed, it is doing it all the time.

It is relatively easy to replace, and not particularly expensive.

my 93 p71 does that to. usually when its real hot. it sucks cuz ya loose power
